The Defense
Integrated Military Human Resource System (DIMHRS)
program represents the largest human resources
system reengineering project the world has ever
seen. This unprecedented program leveraged advanced technology mentoring and
facilitation skills from Fourth Medium Consulting
at a critical juncture for the program. At a point
where progress had stalled related to gaining an
understanding of acquisition feasibility and implications, our senior consultants delivered strategic program
advice in the areas of Software Architecture,
Scenario-based practices for COTS Evaluation &
Procurement and iterative/incremental development.
Fourth Medium Consulting delivered on the following
service objectives:
- provided both services-side and prime contractor
Program Manager advice & guidance on
industry-best practices at a time of methodology transformation within the
DOD;
- facilitated the socialization of iterative and
incremental lifecycle models for application to
acquisition under Clinger-Cohen mandates
- innovated evolutionary acquisition strategy
related to decision-centric gap analysis within a
MBASE/RUP process framework
- coached the DIMHRS
Program and NRISO Enterprise on the use
of Ericsson/Jacobson Business Use Case based COTS
gap analysis for pre-ORD decision reasoning
- led the gap analysis of the Unified Process
framework related to CMMI and DOD 5000
